POSITION TITLE:  Business Loan Fund Manager
 
The Northeast Council of Governments (NECOG) is an association of Municipal and County Governments serving a 12-County region in Northeast South Dakota. NECOG staff assist member counties and communities in completing technical projects, which will enhance the quality of life in the region.
 
NECOG is seeking a team member to fulfill the requirements of the NECOG DC Business Loan Fund Manager. A bachelor’s degree, or equivalent work experience in business administration, finance or related field is desired. Excellent fringe benefit package including health, dental and life insurance, vacation, sick leave, and retirement plan. Salary is $60,000 to $70,000 depending on experience and qualifications.
 
This position is responsible for the management of the agency’s business loan fund and shall exercise discretion and independent judgment. The position responsibilities include portfolio management, marketing, financial analysis, processing and presenting business loan applications to a Board of Directors.

MAJOR DUTIES/ACTIVITIES OF POSITION:

  • Desire to help small businesses start-ups and/or expansions.
  • Project development and deal structuring for business start-ups, expansion, or economic development deals.
  • Marketing of financing programs including business loan fund which includes federal government rules and regulations with entities such as banks, attorneys, and development groups.
  • Financial analysis of deals/projects.
  • Preparing and presenting loan fund applications to a Board of Directors.
  • Draft and Review loan documents for accuracy and completeness ensuring all outstanding requirements are addressed and required collateral is secured.
  • Coordinate and oversee loan closings with borrowers, third party lenders, and title companies, manage the communication of the closing process with all parties.
  • Manage the disbursement of loan proceeds and responsible for ensuring loan proceeds are disbursed for eligible and approved purposes.
  • Prepare loan amortization schedules and set up loan management software to account for loan repayments.
  • Responsible for setting up ACH files and tracking changes to repayment schedules.
  • Responsible for ensuring that all appropriate documentation is accounted for in all loan files.
  • Responsible to ensure NECOG DC is in compliance with the rules and regulations of the supporting agencies providing funding.
  • Monitor loan repayments and follow up with loans that are delinquent.
  • Conduct periodic on-site visits as required by federal regulations and prudent loan procedures.
  • Attend meetings on behalf of NECOG to represent agency in the best interests of the agency and its’ mission.
  • Recognize and cultivate revenue sources to enhance NECOG.
SKILLS
  • Bachelor's Degree, or equivalent work experience in business administration, finance or related field is desired.
  • Strong computer skills are required; loan software package knowledge desirable.
  • Maintain a high level of professionalism, initiative, and motivation; a confident self-starter who can multi-task and works well under deadlines with minimal supervision.
  • Continued updating of skills and knowledge
  • Possess valid driver’s license.
